What are pricing arrangements & price limits?
The NDIS Pricing Arrangements and Price Limits (PAPL) is the official document that sets the rules and maximum rates providers can charge for NDIS supports. It helps participants get value for money while giving providers clarity on how to bill.
Price limits are the maximum a registered provider can charge — not a fixed price. You and your provider can agree on a lower rate. All rules in the PAPL must be followed by registered providers.
The current 2025-26 arrangements were updated effective 24 November 2025. Rates shown below are national limits for metropolitan NSW (MMM 1-5) unless noted.

These are the NDIS line items most often used for Ruhil Care services. Weekday daytime rates apply Monday-Friday, 6:00 am-8:00 pm (national / MMM 1-5).

Centre-based day programs, nursing and complex supports may use additional billing categories — we confirm the correct approach in your service agreement.
Rates by time of day
NDIS price limits increase for evenings, nights, weekends and public holidays. The same support worker delivering care across a shift boundary is billed at the higher applicable rate for the entire shift, per PAPL rules.
Standard and high-intensity personal care, plus community participation, each have dedicated rate tiers in the NDIS price guide. Rates shown are weekday daytime limits for national / MMM 1-5 areas.
Pricing details that matter
Remote & very remote loadings
Participants in Modified Monash Model (MMM) 6 or 7 areas have higher price limits — typically 40% and 50% above standard rates respectively. Ruhil Care primarily supports participants across metropolitan and regional NSW; contact us to confirm rates for your location.
Travel & cancellations
Worker travel time and non-labour costs (e.g. vehicle kilometres at $1.00/km) are only charged when permitted under the PAPL and agreed in your service agreement. We ask for at least 24 hours' notice for cancellations where possible, in line with NDIS short-notice cancellation rules.

Pricing FAQs
Does Ruhil Care charge above the NDIS price limit? +
No. As a registered provider we charge at or below the NDIA price limit for each support item. We do not add hidden mark-ups or admin fees on top of NDIS rates.
Can I negotiate a lower price? +
Yes. The PAPL sets maximum limits — providers and participants can agree on lower rates. Talk to our team if you would like to discuss pricing for your specific supports.
Why do weekend rates cost more? +
The NDIA sets higher price limits for evenings, nights, Saturdays, Sundays and public holidays to reflect penalty rates and the cost of delivering supports outside standard hours. These are national rules, not Ruhil Care surcharges.
How do I know which item number applies to my support? +
We confirm the correct item number in your service agreement before supports start. It depends on the type of support, time of day, intensity level and whether travel or group ratios apply. Your plan manager can also verify claims against your plan.
